Licensing RDA products

Prof. Michael Wilson, Secy, e-Infrastructure Leadership Council, Dept. for BIS, UK raised an important question re. the IPR of technical products of RDA working groups. Prof. Wilson suggested that RDA consider I recommend consider a "patent policy" similar to that of W3C ( which seems consistent with the Guiding Principles of the RDA.

In response, I suggested that perhaps a CC0 public domain dedication ( might be more suitable for RDA's products because of CC0's simplicity and ease of understanding. Wherever CC0 is not applicable, it has a public license fallback.

And, if CC0 is not suitable CC BY ( may be considered as the next best alternative.

Please provide your input on this important topic.

Update: Please note, the above suggestion of CC instruments is only for the written documents. For IP that might be better protected by patents or trademarks, Prof. Wilson's suggestion might indeed be more suitable.

There are multiple issues here ...
  • Rights of contributors
  • Acceptable terms
  • Requirements for disclosure (when, how ...)
and so on.

Personally the best system I've seen for an organization where membership is not strictly defined is that of the IETF. If you would like to see how the IETF handles IPR, you can start at Some details are being tweaked as we speak - see

I like the CCZero approach as in keeping with RDA principles and also probably easiest for the Secretariat to manage.
